On a licensed scale body the decals are most of what makes it look like the real car. The shell provides the shape, but the liveries, badging, sponsor markings and detail lines that identify a specific car all come from the sheet. A body without them reads as a generic shape rather than the car it is meant to be. They are also consumable in a way the shell is not.
